Electric at 11

The Vision

Find out about our proposals to create a sustainable transport infrastructure and logistics hub on land off Junction 11 of the M27, called Electric at 11. The site, at Boarhunt Road, is currently being used as a construction compound and aggregate recycling facility in association with the M27 improvement works.  

The wider Solent area requires significantly improved transport infrastructure to better support the freight and logistics sectors, which plays an integral role in the local economy. Junction 11 is situated at the heart of the region, benefiting from easy connection to the road networks and ports. The scheme will bring a range of benefits for Fareham and the Solent wider area:

Create jobs and investment in Fareham, including 50 full-time jobs and £2.9 million GVA annually generated, including £1.8 million concentrated in Fareham.

Accelerate decarbonisation in the area, providing electric car charging infrastructure for Fareham and wider Solent area.

Support economic growth and the decarbonisation of the port sector by aligning with the Solent Freeport objectives.

Expanding vital operational port services to free up space at Portsmouth International Port, enabling the ongoing growth of the Port, a significant contributor to the local and national economy.

Provide safe and secure truck parking in an accessible location.

What is proposed

The landowner seeks to create logistics facilities in Fareham that would help support the economic growth of the local economy whilst supporting decarbonisation.

An electric charging service station including a kiosk building with coffee machines and vending machines.

The proposed hub would provide:

A truck stop facility including parking, washrooms and rest space, with the potential for electric HGV facilities.

A Port operational area including storage for Port freight.

There is an identified demand for these facilities, including a requirement identified by the Department for Transport and South East Freight Forum for additional truck stops to support the logistics sector and improve conditions for truck drivers. Portsmouth International Port’s Masterplan (2022) identified a demand for additional freight space for it to grow, seeing as this as being essential for it to manage higher levels of cargo. The growing use of electrical vehicles is actively encouraged by UK Government.
