Its position with existing road access from the south coast strategic road network and location north of the Fareham urban area, combined with the close distance from Portsmouth International Port, makes it suitable for the proposed uses of strategic infrastructure and a low-carbon logistics hub. Additionally, its accessibility to Southampton and Marchwood Port, Southampton Airport, grid connectivity, and existing power lines further enhance its suitability.

Currently the site is used by contractors on behalf of National Highways for the M27 Junctions 5 to 7 Concrete Overlay Scheme. It has been in use since 2018, and these uses are anticipated to cease in 2026 when the current M27 improvement works are complete.

The site has already been used in a wide variety of ways, showing it can handle traffic. The proposals include new planting and landscaping to help the site blend better with its surroundings, reducing visual impacts and creating a pleasant rest area for truck drivers.

The existing industrial infrastructure and its strategic location away from residential areas makes it a highly suitable site. An alternative sites assessment has concluded there were no other suitable and available sites locally to address the identified need.

The landowner is currently in advanced discussions with operators GRIDSERVE and Certas regarding the proposed electric vehicle charging station and truck stop, with clear demand for these uses in this location. They are also working closely with Portsmouth International Port who have identified this site as an opportunity to accommodate Port operations.

Next steps

Following public consultation, we will submit an outline planning application to Fareham Borough Council to agree the principle of the uses proposed and the overall development size. Detail proposals for specific uses will come forward through further reserved matters applications, should planning approval be granted.
